British Parliamentary Debate Training Session Recap – IDEBATE Season 2

On April 5, 2023, the third training session British Parliamentary Debate was hosted to equip contestants with proper knowledge of the format that is used in Round 2. This year, IDEBATE was honored to have Mr. Ivan Jim Saguibal Layugan as the speaker for this topic. 

Mr.  Ivan Jim Saguibal Layugan

Mr. Ivan Jim Saguibal Layugan, a writer and educator based in Kiryu City, Japan, works with the Kiryu City Board of Education. He participated in debate teams during his time in college and has judged and participated in local and international debate tournaments in the Philippines, including the National Debate Championships. Before relocating to Japan, he spent six years teaching debate and argumentation at the University of Baguio in the Philippines. His contributions support SDGs 3, 4, and 5. His areas of interest in the study include masculinities in organizations, gendered narratives, and the language of resilience.

He participated in a number of leadership, journalism, and writing workshops and programs in the US, Hong Kong, Japan, and South Korea. He has served as the principal investigator for research projects with NGOs like Oxfam, ChildFund, and Association Soeur Emmanuelle. He is currently the Philippines’ National Lead for the Asia Research Institute of the National University of Singapore’s project titled “Living with Covid-19 in Southeast Asia.” He also writes poetry and essays, and at the age of 18, his creative nonfiction was first published. British Parliamentary Debate Workshop

In the training session, Mr. Layugan has given IDEBATER a deeper understanding of how debating using the British Parliamentary format works. This workshop was helpful to participants as not only they were able to learn about the processes, rules of BP Debate, and the roles and responsibilities of each role but also important terms that they must know in order to compete in this debate format, e.g.,  Motion, POI (Point of information), etc. Participants received the presentation file that was carefully prepared to study themselves. 

Mr. Layugan also gave out some examples for participants to look at and have a better picture of how the BP Debate really works. He made sure that every piece of information, from small to large, was delivered effectively in the easiest way to understand. As a person who works closely in the field of debating for years, his knowledge and his method of transferring knowledge to participants was effective and easy to understand.

In conclusion, the workshop turned out well thanks to Mr. Layugan’s great delivery and the participation of over 50 participants. Even though it was a virtual session, everyone engaged with Mr. Layugan and the other attendees with enthusiasm. We hope that the workshop will enable participants to elevate their performances in the following rounds.
